OVERVIEW

UNES Ltd is seeking to fill in the positions of Lead Electronic Medical Records Developer and Electronic Medical Records Developer with qualified and highly competent individuals to join the Health IT Project Team. Health IT is a USAID funded Project that seeks to build capacity for the Ministry of Health and Implementing partners. The project is involved in the development and maintenance of health systems with the aim of strengthening quality of data.

1.    LEAD EMR DEVELOPER – UNES/CONS/HEALTHIT/LEMRD/06/2019

    Location:  Nairobi with travels within Kenya

    Contract Duration: 2 Years

JOB DESCRIPTION

The position will be reporting to the Deputy Chief of Party. The Lead Software Developer:  Electronic Medical Record leads timely and efficient development, implementation and general project management of selected Electronic Medical Record System (EMR).  This includes strategic and tactical planning of EMRs, coordinating and implementing the work plan tasks, overseeing the conceptualization, development, quality assurance, deployment and providing technical support in line with project management requirements, budgetary allocations and change management practices. The incumbent will ensure collaboration, effective communication and interaction with MOH, users and partners.

The following are the roles and responsibilities.

i. EMR Project Leader and liaison between MOH, the Project Leadership, software developers, implementers and users in defining and implementing meeting Electronic Medical Records (EMR) outcomes:

  • Leads process analysis, documentation, problem resolution, and recommendation phases of development projects related to the Electronic Medical Record as evidenced by documentation.
  •  Oversee the EMR software life cycle and budget for the EMR to include Change Management and all aspects of the budget. Assures that stated objectives of assigned projects are attainable and within budgeted project constraints.
  • Ensure System’s Quality through identification and correcting of potential and existing system bugs, dead code and other vulnerabilities
  • Ensure EMR interoperability with existing facility and community level electronic information systems
  • Coordinate project staff, CPUs, and partners to manage deadlines and deliver project units and modules within stipulated timelines.

ii. Leads lifecycle development and management of the EMR evolution through project management methodology.

  • Prioritizes workflow of individual projects as they relate to global departmental and organization projects to meet implementation dates.

  • Determines and monitors quality measures for projects and Informatics department based upon customer needs.

iii. Ensure work plan priorities are met by coordinating staff resources based on documented system needs and requirements. Work closely with users on project coordination that may affect systems/applications and designate appropriate service levels needed for project.

iv. Oversees decision making process for the design, selection, and implementation of new hardware and software requirements associated with the different applications on the network in relation to the Electronic Medical Records (EMR). This may include training of users, staff, and interacting with partners.

v. Provide useful user support through the integrated MOH Service Desk EMR users both at national and county levels

JOB SPECIFICATIONS

  1. Master’s Degree in Computer Science, Software Engineering or Related Field
  2. Minimum 5 Years of Electronic Medical Records Project Management experience or related hands-on experience in implementing national or enterprise- wide Electronic Health Record; 7 years EMR implementation experience.
  3.  Experience with Free and Open Source technology stack is strongly preferred especially extensive hands-on experience in OpenMRS.
  4. Project Management Professional experience and IT Service Management (ITIL) certification are necessary but not mandatory

KEY COMPETENCIES AND PROFICIENCIES FOR THE POSITIONS:

  1. Java/J2EE web application development, including Spring and Hibernate
  2. Linux, Git, Docker, Puppet, Ansible, Vagrant, and related DevOps/deployment tools
  3. SQL and NoSQL database development, scripting and optimization
  4. Advanced Javascript knowledge with Vuejs, Angular or React
  5. In depth of OpenMRS with understanding of latest OpenMRS Frameworks
  6. Web server management and optimization
  7. Understanding of Health Information Exchange standards such as SDMX HD, HL-7
