University of Nairobi Enterprises (UNES) was awarded a Cooperative Agreement by USAID in 2016 to implement HealthIT Project. HealthIT is a USAID mechanism whose purpose is to work with the Ministry of Health and Department of Children Services to Strengthen National Policies, Strategies, Standards and Reporting related to Kenya’s Health Information System (HIS) to support County and National Level Health Services. The project is tasked to: deliver strengthened national information systems that support reporting, provide data for decision-making for GoK and Stakeholders; and to deliver improved institutional capacity of national and county MOH on use of health systems, quality data capture and reporting.

UNES is seeking for Short Term consultants from the University of Nairobi to support HealthIT Project as follows:

  1. Organizational Development Lead
  2. Business & Quality Assurance Analyst (BA&QA Analyst)
  3. Epidemiologist

Contract Duration: 2.5 Years

Remuneration: Daily rates subject to number of days allocated by month

ORGANIZATIONAL DEVELOPMENT LEAD – UNES/HEALTHIT/STTA/03/2021 – ONE POSITION

The OD Lead will work closely with the UoN, UNES, partnering universities, the MOH, the DCS at the MoLSP and partnering counties leadership and stakeholders to provide technical leadership and oversight on project activities related to organizational development and change management. This position will work together with technical specialists in all key technical areas of the HealthIT Project, including project management, systems development, data quality assurance, monitoring and evaluation, and capacity building.

Duties and Responsibilities include:

  1. Using agreed upon core competencies, identify organizational capacity building needs of UoN, UNES, partnering universities (CPUs) and design and implement interventions to address the needs
  2. Assist in establishing effective coordination mechanisms at the national MoH and MoLSP, partnering universities and county levels
  3. Develop and implement strategies to build capacity of the partnering universities (CPUs) to institutionalize project activities and transform them into efficient vehicles to support and sustain health information system at the counties
  4. Design and implement differentiated strategies for stakeholder engagement to inform policy development and develop strategic and operational plans.
  5. Conduct technical training needs assessments and implement a variety of training programs to meet the identified needs.
  6. Build training capacity of partnering universities (CPUs) and consultants including the development of capacity-building plans, training of trainers, and training materials development
  7. Monitor and evaluate the effectiveness of organizational development interventions and make adjustments.
  8. Ensure OD strategy activities are conducted in coordination with ongoing project activities.
  9. Other duties as assigned

 Qualifications, Skills and Knowledge Required:

  1. At least a Master’s Degree in Organization Development, Business Management or equivalent
  2. At least 10 years of experience in organizational development and training
  3. Experience in donor funded projects or development projects
  4. Experience in working with universities and public institutions
  5. Experience in applying organizational development and training to health sector projects desirable
  6. Demonstrated skills in dissemination of information and organizational development.
  7. Ability to work effectively with technical specialists
  8. Excellent writing, computer, management and organizational skills.
  9. Computer literacy.
  10. Fluency in both English and Kiswahili

EPIDEMIOLOGIST

The Short-term technical assistance (STTA) will primarily be responsible for supporting both UNES/HealthIT Project, partnering universities (CPUs) in Strategic Information and data use functions. The TA will mentor project team members, support the MoH Data Analytics activities in liaison with MoH and DCS, MoLSP. A key deliverable is child protection and health data visualization and analytics. The TA will also be responsible for reporting demands of HealthIT and facilitate new interventions and strategic direction towards meeting these targets.

Duties and Responsibilities

  1. Provide specialized training to facility and sub-county teams in Health Information Systems including the EMR and other databases
  2. Provide support and data analysis training to project staff from the various health data sources.
  3. Provide support to routine data management including data collection, collation, analysis and reporting
  4. Develop and revise M&E processes and related tools that support quality assurance for key program areas
  5. Support the projects work towards data integration.
  6. Conduct data quality assessments with strategic action plans and share findings for improvement
  7. Support the project in reviewing and developing new information products responding to emerging needs to address the evolving needs of MoH and MoLSP. This may include health data modeling and working with research students from the UoN and other partnering institutions.
  8. Provide mentorship on all issues related to Data use, data analytics and data visualization to project team
  9. Develop and generate research questions to address key issues and exploit available MoH health data in consultation with MoH

Minimum Qualifications

  1. At least Bachelor’s degree in Public Health, Biostatistics, Biological Sciences, Sociology or other related disciplines.
  2. At least 7 years’ experience in supporting M&E systems for public health projects
  3. Experience in data analytics, data visualization and data use for evidence-based decision making
  4. In-depth understanding of HIV and TB M&E mechanisms including the KHIS, KMHFL, DATIM, and other online reporting innovations, PEPFAR MER and SIMS requirements
  5. Ability to quickly turn-around program reports while ensuring utmost reporting compliance for both routine and ad hoc reports
  6. Training or certification in M&E is desirable
  7. High computer proficiency
  8. Excellent interpersonal and communication skills
  9. Exceptional report writing skills
  10. Ability to work under pressure and meet deadlines with minimal supervision
  11. Excellent analytical and presentation skills
  12. Thorough understanding of the HIV programming in Kenya

BUSINESS & QUALITY ASSURANCE ANALYST (BA&QA ANALYST)

The BA and QA Analyst will support the HealthIT software development team as well as HealthIT key stakeholders across various Health and Child Protection information systems. This position is responsible for analyzing user requirements, planning and designing user system interfaces, database design, testing applications, conducting user acceptance tests, writing and updating user documentation and resolving system user concerns. Ultimately, conducting a wide range of quality control tests and analyses to ensure that software meets or exceeds specified standards and end user requirements.

Responsibilities include:

Business Analysis

  1. Translate business requirements into technical requirements – Analyze user computing needs and define functional specifications for software design and modifications to include interviewing users, observing current user environment, evaluating existing systems and applications, determining data input and output specifications and defining and documenting functional requirements for software design.
  2. Collaborates with the developers and the project teams in order to identify the best solution for the identified system errors and new developments
  3. Participate in regular team meetings to discuss team and project/program related activities, issues, changes, and communications as needed
  4. Contributes to product and scope discussions

Quality Assurance

  1. Testing new or modified products prior to production release; designing, developing, creating, and executing test plans and cases based on business requirements and technical understanding of product architecture; executing various system, performance, integration, and ad-hoc tests according to approved test plans and testing schedule
  2. Troubleshooting, in conjunction with end users and development teams, on issues of reproducing, investigating and debugging products; generating defect reports for issues found during testing, and providing accurate testing status to project stakeholders; focusing on project quality issues
  3. Write test plans and coordinate user and internal testing; resolve and re-test identified errors and problems.
  4. Identifies, recommends and implements changes to enhance the effectiveness of quality assurance strategies
  5. Performs automated testing via code scripting, runs applications, and identifies changes on the backend
  6. Creates test data files with valid and invalid records to thoroughly test program logic and verify system flows and backend data via e.g. SQL
  7. Assists in planning and scheduling of testing
  8. Perform verification and UAT testing, including creation of test plans, test scripts and coordination of UAT testing with business users.
  9. Build capacity on BA and QA to developer teams and interns, creating training materials development

Qualifications, Skills and Knowledge Required:

  1. Master’s Degree Computer Science or IT or in a relevant area
  2. 4 years of experience or more in Business Analysis and Software Quality Assurance preferably in health information systems.
  3. Experience in software QA testing
  4. Experience with SQL and scripting
  5. Experience working in Agile/Scum development processes
  6. Experience writing and executing User Acceptance Tests, test plans and scripts, and documenting results
  7. Excellent writing, computer, management and organizational skills.
  8. Ability to work effectively with technical specialists
  9. Good critical and analytical thinking and excellent customer service skills.
  10. Working knowledge of automated testing tools (e.g. HP, Selenium, Telerik, or Roadrunner)
  11. Demonstrated skills in training to IT/Computing developers and technical persons.
